So you want to apply for MPNP Strategic Initiative? First, you need to plan for your exploratory visit to Manitoba.

An exploratory visit to Manitoba is an opportunity to discover Manitoba and to make a more informed decision about choosing Manitoba as an immigration destination in Canada.

Five steps to planning a successful exploratory visit from MPNP Website.

1. Research and learn as much as you can about Manitoba before you visit. The following websites will help you to find important information about employment opportunities, housing, education, cost of living and different Manitoba communities.

2. Review the criteria for exploratory visits to Manitoba described above and ensure that you are able to meet all the requirements.

3. Contact the MPNP office by e-mail at immigratemanitoba@gov.mb .ca at least two months before your visit to communicate your interest in undertaking an exploratory visit as well as your ability to meet all requirements. You should include a detailed resumé listing your education, training and work history as well as electronic copies of any additional documentation that could support your request.

4. The MPNP will provide you with a response by e-mail with one of the following responses:

  • We are unable to approve your request for an exploratory visit with an interview with MPNP at this time. OR
  • The MPNP is prepared to consider an interview with you, pending available resources. Please contact our office by e-mail at immigratemanitoba@gov.mb.ca and provide additional details of your visit.

  • 5. It is your responsibility to ensure that you have the proper travel documents required by the Government of Canada to visit this country. The MPNP will not provide you with a letter of invitation in order to obtain a visitor visa if required and cannot intervene on your behalf if your visa application is denied.

    Как проходит иммиграция через Манитобу?

    С 2015 года иностранные граждане, желающие переехать в провинцию на ПМЖ, подают соответствующие заявки через онлайн-систему Expression of Interest. Процесс проходит следующим образом:

    • Сначала иностранец регистрируется в системе, заполняя онлайн-форму. На этом этапе кандидат не загружает никаких документов, а только объясняет, почему он хочет жить в провинции. При этом требуется указать базовые сведения о себе: возраст, образование, опыт работы, наличие связей с Манитобой, знание английского или французского языка и т.д.     • Во время ознакомительного визита в провинцию (Exploratory Visit). Такие поездки организуют для того, чтобы потенциальный иммигрант мог ознакомиться с Манитобой и оценить свои шансы на трудоустройство в этом регионе Канады.

    3. Иммигранты, у которых в Манитобе живут родственники и друзья (направление Manitoba Support)

    • Заявки принимаются от кандидатов, имеющих успешный опыт предпринимательской деятельности (от трех лет)
    • Бизнесмен должен иметь средства на общую сумму от 300 тысяч канадских долларов (350 тысяч долларов – для тех, кто собирается открыть фермерское хозяйство)
    • Заявителю необходимо вложить в развитие дела от 150 тысяч канадских долларов.
    • Бизнесмен должен владеть минимум 33,3 % предприятия (это требование является обязательным только в том случае, если сумма инвестиций не превышает один миллион долларов)

    Manitoba Offers Exploratory Visits to Foreign Workers

    In January 2020, the Canadian province of Manitoba announced that it will be inviting skilled foreign workers to conduct “exploratory visits” to the province as part of its Manitoba Provincial Nominee Program (MPNP). The exploratory visit is “by invitation only” and is one way for skilled foreign workers to establish a “connection” to Manitoba, which is a key eligibility requirement for immigration to Canada through the MPNP.

    Other key criteria for the points-based MPNP include being between the ages of 21 and 45; having at least two years of full-time paid work experience within the past five years in an eligible occupation; possessing valid results from an authorized English or French evaluation test (such as the IELTS or TEF) taken within the past two years in which a score equivalent to at least CLB-6 was received; possessing a post-secondary certificate, diploma or degree that took at least one year to obtain; and meeting other criteria.

    Skilled foreign workers who would like to receive an invitation for an exploratory visit to Manitoba must send an email with their CV and IELTS or TEF test results to the MPNP while the 2020 exploratory visit intake period is still open. After reviewing the skilled foreign worker’s details, the Manitoba provincial government may then extend an invitation to travel to Manitoba for an exploratory visit and provide the applicant with more details about the MPNP procedure.

    During the MPNP exploratory visit, the skilled foreign worker will have an opportunity to visit cities like Winnipeg and other communities in Manitoba to look for potential places to live and work in Canada as a permanent resident, plus they will have a scheduled interview to meet personally with MPNP officials. In short, the exploratory visit gives the skilled foreign worker a chance to assess if they think they will want to live and work in Manitoba and it also helps the MPNP officials to evaluate whether they believe the skilled foreign worker will be able to contribute to the province’s booming economy.

    If officials in Manitoba consider the skilled foreign worker to be a good candidate for the MPNP, they may issue a provincial nomination which can allow them to apply to the Canadian national government for a permanent resident visa to Canada.

    Why does Manitoba’s provincial government want skilled foreign workers to immigrate to Canada and settle in Manitoba? The same major reason that thousands of skilled foreign workers and Canadian citizens also want to move to Manitoba – jobs!

    Exploratory visit – это заранее подготовленный визит в Манитобу кандидатов по иммиграционной программе MPNP (Manitoba Provincial Nominee Program). Визит осуществляется с целью знакомства с провинцией Манитоба, а также исследования возможностей трудоустройства, чтобы потенциальные иммигранты по программе MPNP смогли принять взвешенное решение о том, имеют ли они намерения и возможности найти работу и остаться со своими семьями в провинции Манитоба на постоянной основе.

    Guide #1 – Ask yourself series of questions

    Before you start the long process of applying, there are some things that you need to consider. Here are some questions that you may want to answer before proceeding.

    1. What is the main reason for me to migrate?
    2. Do I have the support of my family?
    3. Am I ready to start all over again?
    4. What if I failed to realize my dream? Is it an option to fail?
    5. Can I live far from my relatives?
    6. What kind of life is waiting for me in Canada? My expectations?
    7. Do I have the confidence and courage for these new struggles?

    Guide #2 – Evaluate the Pros and Cons

    Let me start with some of the Con’s. Most people are neglecting this and ending up not prepared for this kind of situation and ends up failing.

    1. Education – our education is not honored here in Canada. You need to upgrade yourself. (Engineering, Medical Degree, Nursing, Teacher, Dentist, etc.)
    2. Job/Profession – not everyone is lucky enough to get the profession that they want. You might end up working on menial jobs. A factory worker, Cashier, Janitorial, Restaurant crew, Call center, etc. And I started from one of this job and it is an honorable job.
    3. No house help – family member should have a fair share of household chores.
    4. Weather – Winter time brings depression. Long winter time will confine you to your house and work. You need to learn how to cope up with the situation.
    5. Hard work – don’t think that it is so easy to live here. You still have to do hard work.
    6. Racism – there is some form of racism and you need to be prepared if in case this happens to you.
    7. Pride – this can kill your dream. Learn to swallow your pride.
    8. You’re all alone – your family is your strength and it will help you during those depressing moments.
    1. Basic salary – your family can survive even with basic salary. You can buy the food that you want.
    2. Safety – safer to live in here.
    3. Kid’s education – up to High School is free. May not be the best for some people, but comparable to other countries.
    4. Health care system – is free but there are some exceptions like dental, vision and others, but some of this are covered by the company insurance but not all the company have insurance.
    5. Child benefits – children below 18 have government allowance based on family income.
    6. Government programs – like scholarships are available to help you succeed.
    7. Educational loan – easier to get a loan for your kids and yourself.
    8. Car Loan/Mortgage – easier but you need a good credit rating.

    Once you have the answers to the questions and considered the Pro’s and Con’s, you can now proceed to the next step.

    Guide #4 – Determine Your Eligibility.

    This 2020, there are lots of changes in the program of Immigration, Refugees and Citizenship Canada (IRCC). In order to maximize the chances of your application, make sure that you read first and fully understand the requirements especially when you are going to make a profile in the Express Entry or the province’s Expression of Interest (EOI). Furthermore, the first two steps for all the Canadian Immigration programs is to have an IELTS/Language Exam and Credential Evaluation like WES (World Education Services.

    Most of the Provincial Nomination Programs now requires a Job order or Employer or Work Permit. Others require targeted occupations like in the Information Technology fields. But great chances if you are applying under the Business Category or you are going to put a business here in Canada.

    Guide #5 – Start your application (Typical Steps)

    If you like to try Morden’s Community Driven Immigration Initiative (MCDII), here are the following reuirements. Check this out because you might be qualified to the program.

    This program is for those persons seeking to migrate thru MPNP but without any connection in Manitoba or other parts of Canada. You must also be willing to permanently live in the city of Morden.

    Morden is a small city about 1.5 hours drive from Winnipeg. It has about 9000 residents.

    It is a must that you meet the minimum requirement. If not then don’t apply.

    • Between 21 to 45 years old.
    • No other connections in other parts of Canada such as relatives, friends, previous employment or education in Canada.
    • Have completed a post-secondary education or training of at least one year and you received a diploma, certificate or a degree.
    • At least 2 years of full-time work experience within the period of 5 years.
    • IELTS score should be minimum of 5 on all bands or category.
    • Genuine intention and ability to economically establish and settle in Morden.
    • Have the settlement fund as per required by MPNP (principal – $10,000 and $2,000 for every succeeding dependent) and this is in addition to the exploratory visit to Morden.
    • Fall within the targeted occupation. (Updated 2020)
    • Entry level manufacturing (assembly, simple machine operation),
    • Painting (machine spray of furniture or vehicles),
    • Restaurant service (especially fast food)
    • Welding


    Skilled Workers Overseas Stream

    The Skilled Workers Overseas Stream is one of several immigration streams of the Skilled Workers Overseas Category contained within the Manitoba Provincial Nominee Program (MPNP), a Provincial Nominee Program (PNP) operated by the province of Manitoba. The Skilled Workers Overseas Stream targets foreign nationals who have the skills and foreign work experience required to contribute to Manitoba’s labour force and who can demonstrate a connection to the province.

    Candidates who are successfully nominated through the Skilled Workers Overseas Stream will be invited to submit an official application for Canadian permanent residence . This stream uses the MPNP Ranking System to rank interested candidates against one another. Only those candidates who have the most competitive profiles will be invited to submit an official application to the program.

    Connection to Manitoba

    In order to be eligible for the Skilled Workers Overseas Stream, a candidate must demonstrate a connection to Manitoba. This connection can be demonstrated in one of the following ways:

    • Previous education in Manitoba;
    • Previous work experience in Manitoba;
    • A close relative or friend living in Manitoba willing to act as a Manitoba supporter, or;
    • The candidate is invited through an MPNP Strategic Recruitment Initiative or through an MPNP Exploratory Visit (these are announced on the MPNP website).

    If a candidate’s claimed occupation is at National Occupational Classification (NOC) Skill Level 0, A, or B, then there is no minimum language proficiency requirement. However, it is likely that a candidate will require language test results in an approved test for either English or French to meet the minimum points required for eligibility for the program.

    If a candidate’s claimed occupation is at NOC Skill Level C or D then the candidate must have valid language test scores showing proficiency equivalent to the Canadian Language Benchmark (CLB) level 4 or higher.

    Level of Education

    There is no minimum education requirement for this stream. However, candidates who can demonstrate completion of post-secondary education will be able to claim more points through the MPNP Ranking System . As only those candidates with the highest ranking will be invited to apply to the program, candidates with post-secondary training will have an advantage over others in the pool.

    Points Assessment Grid

    In order to qualify for the Manitoba Skilled Workers Overseas Stream, a candidate must show that they have at least 60 out of 100 points on the Manitoba Points Assessment Grid . Simply meeting the minimum does not guarantee success, as all candidates are ranked against one another using the MPNP Ranking System .

    All candidates for MPNP streams must submit a settlement plan outlining their plan for integrating into life in Manitoba.

    All candidates for MPNP streams should be prepared to demonstrate they meet certain provincial settlement funds requirements. Manitoba requires candidates to show they have access to a minimum of $10,000 CAD plus an additional $2,000 CAD per spouse and accompanying dependant. This is the provincial requirement; when submitting a federal immigration application these requirements may vary.

    Application Procedure

    The Skilled Workers Overseas Stream operates on an Expression of Interest (EOI) system. Candidates who meet the minimum stream requirements can register a profile using the MPNP Online portal. Once the profile has been submitted, candidates will be assigned a score and ranked against one another using the MPNP Ranking System . The highest ranking candidates will be issued a Letter of Advice to Apply (LAA) during one of the MPNP Draws .

    After receiving an LAA, an candidate has 60 days to submit a complete application to MPNP.

    Note: MPNP reserves the right to limit selection criteria when issuing LAAs.

    Often LAAs are only issued to candidates who have work experience in one of Manitoba’s in-demand occupations , or those who have language proficiency higher than the indicated minimums for the program. The application can be submitted online via the applicant’s MPNP Online account.

    If the application is approved, the applicant will be issued a provincial nomination for permanent residence from Manitoba. They will be mailed a nomination package indicating how to prepare and submit a federal application for permanent residence.

    Provincial nominees have six months from the date of their nomination to submit an official application for permanent residence . They must prepare a paper-based application and submit it by mail to the appropriate application centre. Paper-based PNP applications for permanent residence are generally processed within 18 months.
