The Manitoba Provincial Nominee Program (MPNP) is one of the most popular of Canada’s Provincial Nominee Programs, or PNPs. Through these programs, provinces such as Manitoba can nominate individuals and families to immigrate to Canada based on criteria set by the province.

Manitoba immigration

Since first being launched in 1998, more than 130,000 immigrants to Canada arrived through the MPNP within the first two decades of the program. Now, Manitoba immigration authorities are ramping up efforts to bring in more newcomers over the years ahead.


The MPNP underwent a significant overhaul in 2020, a process that continues into 2020. Changes included the introduction of new immigration streams and pathways, including, for the first time, a dedicated pathway for Express Entry candidates wishing to make Manitoba their permanent home.

Other new features of the MPNP include a stream dedicated to providing faster pathways to nomination for international students graduating in Manitoba, plus another new stream for business immigrants.

Many of the new pathways to provincial nomination will be structured within the currently existing International Skilled Worker stream, which will continue to operate in its current guise until more changes come into effect. The current MPNP criteria for this stream, which is divided into the Skilled Workers Overseas and Skilled Workers in Manitoba categories, remains in effect for Expressions of Interest (EOIs) and the receipt of applications by the province.

There are to be four streams under the revamped Manitoba Provincial Nominee Program, which includes a range of what the province is now calling ‘pathways’.

Skilled Workers Overseas Stream

Manitoba immigration authorities are still inviting candidates to apply to the Skilled Workers Overseas Stream, linked directly above, but below are a couple of new pathways.

First launched in January, 2020, the Manitoba Express Entry Pathway is a way for candidates in the Express Entry pool to be nominated for permanent residence. Successful applicants are awarded 600 additional Comprehensive Ranking System (CRS) points, resulting in quick issuance of an invitation to apply for permanent residence and fast-track processing.

Immigration to Manitoba through the Manitoba Human Capital Pathway (HCP) is one of the upcoming changes to the Manitoba Provincial Nominee Program, scheduled to come into effect in 2020.

Skilled Workers in Manitoba Stream

Manitoba immigration authorities are still inviting candidates to apply to the Skilled Workers in Manitoba Stream, linked directly above, but below are a couple of new pathways.

The Manitoba Work Experience Pathway of the Manitoba Provincial Nominee Program targets skilled temporary workers and graduates in Manitoba who wish to settle in Manitoba as permanent residents.

The Employer Direct Recruitment Pathway targets skilled workers overseas whose expertise is required in Manitoba.

International Education Stream

Manitoba’s new International Education Stream is dedicated to providing faster pathways to nomination international students graduating in Manitoba.

International graduates of universities and colleges in Manitoba can look to the Career Employment Pathway as their potential route to permanent residence.

The Manitoba Graduate Internship Pathway provides nomination pathways for international graduates of a Master’s or Doctoral (PhD) study program who then complete an internship contributing to industry innovation in Manitoba.

The Manitoba International Student Entrepreneur Pilot provides international students who have graduated in Manitoba the opportunity to pursue entrepreneurship in Manitoba.

Business Investor Stream

The previous business immigration stream of the Manitoba Provincial Nominee Program, known as MPNP-B, has been replaced by the new Business Investor Stream, which is itself subdivided into the Entrepreneur Pathway and the Farm Investor Pathway.

The Manitoba Business Investor stream is for investors and entrepreneurs who wish to purchase or start a business in Manitoba. Successful applicants to the Entrepreneur Pathway will receive a temporary work permit and sign a business performance agreement to purchase an existing business in the province or start a new business.

The Manitoba Farm Investor Pathway provides a route to Canadian permanent residence for investors and entrepreneurs who wish to purchase or start a farming business in Manitoba.

Manitoba immigration draws

Many Manitoba Provincial Nominee Program streams operate on an Expression of Interest (EOI) basis, whereby potential applicants must first submit a form outlining their interest before potentially being invited to apply for immigration to Manitoba.

Manitoba Provincial Nominee Program: In-demand occupations

A new MPNP in-demand occupations list is an important component of many of the pathways listed above. The list provides a regularly updated listing of which occupations qualify as ‘in-demand’ in Manitoba. Many occupations on the in-demand list are limited to specific skilled streams of the MPNP, and candidates must meet the specific criteria and requirements for one of the specific pathways. Candidates working in an in-demand occupation will be prioritized during Expression of Interest draws. In certain cases, it is possible for individuals to be eligible for one of the pathways, even if they do not have experience in one of the listed occupations.

The language requirements for candidates depend on their occupation, with varying Canadian Language Benchmark (CLB) thresholds set.

Manitoba PNP, Manitoba Immigration

Canadian Immigration Lawyer

Manitoba has become a popular Canadian immigration destination due to its strong and growing economy and its needs to recruit workers to the province. It is expected that from now until 2020, there will be 254,000 new employment opportunities created in the province. Many of these jobs are due to the growth of the economy as well because the amount of people who will be retiring from their jobs. Although it is always helpful to have arranged employment, the Manitoba PNP does not require that overseas skilled workers applicants have a job before they immigrate to Manitoba. Once an applicant is nominated under the Manitoba PNP, the applicant may then apply to the federal government for their Canadian permanent resident status. Being nominated demonstrates to the federal government that the province believes you are a good candidate to immigrate to Canada and therefore helps expedite the applicant’s immigration process to Canada (compared to those programs found at the federal level).

Below is a list of the options available to those who are interested in immigrating to Manitoba:

Foreign Nationals Currently Working in Manitoba Category

  • For temporary foreign workers and international student graduates who are already working full-time in Manitoba and have a permanent job offer from their employer.

Skilled Workers Overseas Category

  • For foreign skilled workers who meet the criteria established under the Manitoba PNP.

Immigration Program for Business Category

  • For qualified business people who have the intention and ability to either establish a business, purchase a business or become partners of an existing business, in Manitoba.

Manitoba Young Farmer Nominee Program

  • For those who not meet the requirements under the Immigration Program for Business but wish to establish, purchase or become partners of an existing farm in Manitoba.

Foreign Nationals Currently Working In Manitoba Category

This Manitoba PNP steam is for foreign nationals who have been working in Manitoba as a temporary foreign worker and/or for those international student graduates who have been working full-time, for at least six months in Manitoba. The applicants must have also been offered a full-time permanent job offer from their employer. The point system referred to in the overseas skilled worker category does not apply to this category.

Skilled Workers Overseas Category – Manitoba Immigration

Under this Manitoba immigration category, skilled workers from abroad may be eligible to immigrate to Canada if they score sufficient points (minimum of 60 points) for employability and adaptability based on a the following five factors:

  • Age (from the date application is received – up to 10 points
  • Language Proficiency (in English and/or French) – up to 25 points
  • Work experience (full-time, within the past 5 years) – up to 15 points
  • Education and training (completed programs) – up to 25 points
  • Adaptability (connections and experience in Manitoba) – up to 25 points

Adaptability is the applicant’s intention and ability to live and support themselves economically in Manitoba whereas employability has to do with the ability for the applicant to find work once they arrive in Manitoba. As such, a job offer is not necessary however the applicant must satisfy the government of Manitoba that they will be able to find employment once they arrive. Those applicants who wish to work in a regulated profession or trade must also go through a licensing process to make sure that they have the proper credentials/licensing to work in that profession or trade.

The demand for certain workers in the province will also be a factor in your application. It is possible that your occupation and experience may come with transferrable skills that could make you a good candidate for other jobs if the occupation you normally work in is not high in demand in the province.

Applicants must also submit a “Settlement Plan” to demonstrate their adaptability and employability. The Settlement Plan will outline why you chose Manitoba, your plan for settling in a particular community, your connections to the province and what steps you have taken to ensure you will be able to quickly find long-term employment once you arrive in Manitoba.

Applicants who have a connection in Manitoba may also have their plan endorsed by this connection, which is referred to as their Manitoba Supporter. The supporter may be a family member or friend and such person must be a Canadian citizen or permanent resident who has been living continuously in Manitoba for at least one year. The support must review the applicant’s plan and submit what is referred to as Settlement Plan Part 2, outlining the supporter’s information, relationship to the applicant and confirming other information about the applicant and the supporter.

Generally, applicants are required at least have $10,000 CAD plus a $2,000 CAD for each additional family member that will be accompanying them, including their spouse and each dependent.

Manitoba Immigration Program for Business

The Manitoba PNP program for business is designed to recruit and nominate qualified business people who have the intent and ability to start a business, purchase a business or become partners of an existing business, in Manitoba.

To qualify for this program, foreign nationals must meet the following requirements:

  • have previously visited Manitoba for at least 7 days to investigate business opportunities and the province in general;
  • have a personal net worth of at least $350,000 CAD;
  • be willing to make a minimum investment of $150,000 CAD and have an active role in the management of a business in Manitoba;
  • Have a minimum of three years business ownership experience, of which was a successful business, or extensive experience in a senior management position of a company;
  • The applicant, and accompanying dependent family members, must intend to reside in Manitoba;

If the application is approved by government of Manitoba, the applicant will be required to make a $75,000 Cdn deposit to the government of Manitoba guaranteeing that the applicant will live in Manitoba and establish or purchase a business or farm in Manitoba within two years after receiving their permanent residency. Once these requirements are met and the business or farm is operational, the government will then return the deposit without interest.

Manitoba Young Farmer Nominee Program


Interested applicants who do not meet the requirements under the Immigration Program for Business may still qualify under Manitoba’s Young Farmer program. This Manitoba immigration program is designed to recruit and nominate those business-farming people who have the ability and intent to establish a farm, purchase a farm or become partners in an existing farm, in Manitoba.

To qualify under this program, interested applicants must meet the following requirements:

  • Applicant must have a personal net worth of at least $150,000 CAD once they have relocated to Manitoba;
  • Applicant must make a minimum equity investment of $150,00 CAD in Manitoba;
  • Applicant must be under 40 years of age;
  • Applicant must have had at least three years of experience owning a farm or three years of experience managing a farm.
  • Applicant (and his spouse, if applicable) must have marketable skills that would supplement farm income;
  • The applicant must have made an exploratory visit to Manitoba for a minimum of seven days to investigate the farming opportunities in Manitoba and quality of life in the province, prior to submitting their application.
  • Applicant must be able to provide documented assessment of farming opportunities and demonstrate general knowledge of the province
  • Applicant and accompanying family members must intend to reside in Manitoba
  • Applicant must be able to demonstrate that they will have an income in excess of $35,000 CAD (after tax) from the farm income and off-farm supplementary income.

If the application is approved by Manitoba, the applicant will be required to make a $75,000 CAD deposit to the government of Manitoba to guarantee that the applicant will live in Manitoba and establish or purchase a farm in Manitoba within two years after receiving their permanent residency. Once these requirements are met and the farm is operational, the government will then return the deposit (without interest).

If you enjoy your independence, love nature and want to “get away from it all,” then Manitoba immigration may be a choice for you after being issued a Permanent Resident Visa for Canada! Manitoba is also one of the best places to find jobs in Canada, consistently boasting one of the lowest unemployment rates of any Canadian province or territory (only 5.0 percent in May 2020).

Manitoba, with a population of 1,338,109 (2020) is a province located on the Canadian prairie between the provinces of Saskatchewan (on the west) and Ontario (on the east); south of Northwest Territories and Nunavut Territory; and north of Minnesota and North Dakota in the United States. Manitoba is also bordered on the northeast by Hudson Bay.

With its location in the northern Great Plains region of North America, Manitoba basically has a flat, grassy terrain that is well-suited for agriculture (particularly in the southern section of the province). 1. EXPRESS ENTRY

In 2015, the Federal Government of Canada introduced Express Entry, an application management system that governs all federal streams of economic immigration. Since then, thousands of principal applicants and their families have been invited to apply for Canadian permanent residence.

Currently, Express Entry is an umbrella system that governs the Federal Skilled Worker (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades Program (FSTP). There are also some Provincial Nominee Programs (PNPs) that are aligned with Express Entry.

REMINDER: HOW EXPRESS ENTRY WORKS

Applicants looking to apply to one of the immigration streams governed by Express Entry must submit an Expression of Interest to the government of Canada. If you meet the minimum eligibility requirements of the program in question, you will be invited to the Express Entry pool.

There, you are given a Comprehensive Ranking System (CRS) score that is used to rank you against other applicants in the Express Entry pool. Every so often, Immigration, Refugees, and Citizenship Canada (IRCC) issues Invitations to Apply (ITAs) to the highest ranking individuals in the pool during an Express Entry draw. If you are among those issued an ITA, you will have 90 days to submit your application online for permanent residence.

EXPRESS ENTRY STREAMS

AM I A GOOD CANDIDATE?

As mentioned earlier, Express Entry currently governs the Federal Skilled Worker Program (FSW), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC), each with its own eligibility requirements.

The Federal Skilled Worker program was specifically designed for immigrants with at least one year of skilled (NOC Code 0, A, B), full-time, continuous work experience. If you meet the minimum 67 point requirement for the program, you can enter the Express Entry pool. Learn more. The Federal Skilled Trades program requires that you have a minimum of two years full-time continuous work experience in a skilled trade in the past five years. You must also have an offer of full‐time employment in Canada in your skilled trade or hold a Canadian certificate of qualification to practice your skilled trade in Canada. Learn more. The Canadian Experience Class runs on a pass-fail system and is for individuals that have at least one year of full-time, continuous work experience in Canada. 2. PROVINCIAL NOMINEE PROGRAMS

There are currently ten provinces and three territories in Canada, each of which has authority over its own immigration programs and policies. These provincial immigration streams are more commonly known as Provincial Nominee Programs (PNPs).

AM I A GOOD CANDIDATE?

With so many PNPs to choose from, it’s difficult to determine which programs you qualify for and what eligibility requirements are needed. However, ideal candidates for PNP programs usually fall under one of these categories:

  1. Have recently worked in Canada, or are currently working on a valid work permit
  2. Are currently in the Express Entry pool and meet the eligibility criteria for one of the Provincial Nominee Programs aligned with Express Entry
  3. Have a connection to the province, in the form of studies, prior work experience, or a formal job offer
  4. Have a family member living in the province in question, which may assist your application for some PNPs

NOTE: If the Provincial Nominee Program you are interested in is aligned with Express Entry, you will need to submit an Expression of Interest first to enter the Express Entry pool.

3. QUEBEC IMMIGRATION

While Quebec is also a province of Canada, it has much more autonomy on how it runs its immigration programs and policies. Currently, there are no Quebec immigration streams that are aligned with Express Entry. Instead, you may choose to apply directly to the Quebec government for the Quebec Skilled Worker Program, the Quebec Experience Class, or Quebec Business Immigration.

REMINDER: CSQ

All Quebec immigration programs are a part of a two-step process. Applicants interested in one of Quebec’s immigration streams must first apply to the Quebec government. If you are accepted, you are issued a Quebec Selection Certificate (CSQ). This certificate acknowledges that the Quebec government has accepted your application for your immigration program.

Afterwards, you are required to submit your application to the federal government for review. This is to ensure you are not medically or criminally inadmissible to Canada.

QUEBEC IMMIGRATION STREAMS

AM I A GOOD CANDIDATE?

No province has as much of a robust provincial category of immigration as Quebec. As mentioned earlier, there are three immigration programs individuals can choose from: Quebec Skilled Worker Program (QSW), Quebec Experience Class (PEQ), and Quebec Business Immigration.

The Quebec Skilled Worker (QSW) program operates on a first-come, first-served model. In an immigration sense, this means you do not have to directly compete with other applicants in the program. Instead, if you meet the requirements of the program and submit your application before the quota fills up, you should be granted permanent residence. The program prioritizes the processing of individuals with experience in in-demand occupations, and does not require a minimum French language score to be eligible for the program. Learn more. The Quebec Experience Class (Programme de l’expérience québécoise – PEQ) is the only Quebec immigration program that requires knowledge of the French language. It is also an accelerated immigration program designed for individuals who have experience in Québec as a student or as a temporary foreign worker. It does not run on a points-based system like the QSW program, meaning that if you meet the minimum requirements of the program, you should be accepted by the Quebec Government. Learn more. 4. STUDENT PATHWAY

If you’re ineligible for one of the immigration streams mentioned above, the student pathway can be an excellent option for becoming a Canadian permanent resident.

5. CANADIAN FAMILY SPONSORSHIP

Family reunification is the second largest class of Canadian immigration and another way of obtaining permanent residence. If you have a spouse or child that is currently a Canadian permanent resident or citizen, they are allowed to sponsor you to come to Canada.

SPOUSAL SPONSORSHIP

If you are married or are in a common-law or conjugal relationship, you partner is eligible to sponsor you through the Inland or Outland Spousal Sponsorship categories, depending on if you currently reside in Canada. The final decision, however, on whether or not to accept an application comes down to the visa officer reviewing your file. No one document can guarantee sponsorship, and it is up to you to prove that your relationship is genuine.

PARENT AND GRANDPARENT SPONSORSHIP

If you have a child over who is 18 years old or older, who can financially support you to come to Canada, and who is a Canadian permanent resident or citizen, they can sponsor you through the Parent and Grandparent Sponsorship program (PGP). The program currently runs on a lottery style system, whereby interested applicants fill out an interest to sponsor form during the period when the program is open. Afterwards, IRCC randomly selects 10,000 applicants to invite to apply to the PGP.

В мае, Правительство Трюдо запустило новую пилотную программу иммиграции для нянь и сиделок (а точнее даже две), которые позволят специалистам по уходу за больными, пожилыми и детьми приехать в Канаду со своими семьями, а также предлагают им возможность переехать в страну на постоянное место жительства.

Способ 5: инвестировать в страну

Приглашение от провинции Манитоба (Manitoba Invitation)

MPNP на регулярной основе выдает Invitations to Apply (приглашение подать заявление на иммиграцию) кандидатам – квалифицированным работникам, которые определяются провинцией как часть Стратегической инициативы по трудоустройству (Strategic Recruitment Initiatives). Приглашение Invitation to Apply выдается исключительно на усмотрение MPNP.

Необходимые документы

Для того, чтобы подать документы по программе MPNP, имея приглашение от провинции Манитоба, вы должны загрузить в свой онлайн профиль MPNP письмо-приглашение (Letter of Invitation), которое вы получили от MPNP после прохождения интервью с иммиграционным офицером во время выездной сессии по трудоустройству (RecruitmentMissions) или вашего исследовательского визита в Манитобу.

Миссии по трудоустройству (Recruitment Missions)

Представители MPNP регулярно ездят за границу в рамках так называемых «Выездных сессий по трудоустройству», часто в сопровождении работодателей из провинции Манитоба.

Расписания «Выездных сессий по трудоустройству» нет. Вся информация о планируемых «Выездных сессиях по трудоустройству» появляется на сайте http://www.immigratemanitoba.com/ приблизительно за месяц до «Выездной сессии». Чтобы подать заявление на участие в сессии, кандидаты на иммиграцию должны владеть английским на уровне, необходимом для работы (job-ready English), сдать IELTS и / или TEF, и предоставить свое резюме на рассмотрение MPNP на английском или французском языке.

Знание языка на уровне, необходимом для работы

Для иммиграции в провинцию Манитоба по программе MPNP необходимо знать английский язык на уровне, достаточном для работы.

Чтобы показать уровень знания английского языка, все заявители (кроме тех, кто работает в провинции Манитоба по специальностям, относящимся к уровням 0, А или В в Национальном классификаторе профессий Канады — NOC O, A or B) должны предоставлять результаты языковых экзаменов, которые признаются MPNP: IELTS General и CELPIP -General по английскому языку или TEF по французскому языку. Открыта программа провинции Манитоба – EXPLORATORY VISITS 2020

В определенные периоды времени провинция Манитоба рассматривает заявки от потенциальных иммигрантов, готовых осуществить так называемый exploratory visit (исследовательский визит) в провинцию Манитоба.

Exploratory visit – это заранее подготовленный визит в Манитобу кандидатов по иммиграционной программе MPNP (Manitoba Provincial Nominee Program). Визит осуществляется с целью знакомства с провинцией Манитоба, а также исследования возможностей трудоустройства, чтобы потенциальные иммигранты по программе MPNP смогли принять взвешенное решение о том, имеют ли они намерения и возможности найти работу и остаться со своими семьями в провинции Манитоба на постоянной основе.

Исследовательские визиты – это один из шансов иммигрировать в провинцию Манитоба по программе MPNP (Manitoba Provincial Nominee Program) для тех кандидатов -квалифицированных работников, у которых нет возможности иммигрировать по другим программам, предложенных провинцией Манитоба. Установление связи с провинцией Манитоба, в том числе во время исследовательского визита, является обязательным требованиям по всем программам MPNP.

Важно: заявки на исследовательские визиты, в которых указано, что заявитель уже организовал поездку в Манитобу, прибыл в Манитобу или будет находиться в Манитобе на протяжении определенного количества времени в течениие года, не будут рассматриваться в приоритетном порядке.

Критерии отбора кандидатов для участия в программе Manitoba Exploratory visits могут меняться, но будут включать в себя следующее:

Возраст заявителей – 21 – 45 лет

Заявитель может продемонстрировать свои возможности трудоустроиться и адаптироваться в Манитобе, согласно требованиям MPNP (Manitoba Provincial Nominee Program)

Минимально 1 год высшего образования или профессионального образования и полученный диплом, степень или сертификат об окончании образования

2 года опыта работы в полную занятость за последние пять лет, а также возможность продемонстрировать способность найти работу в Манитобе по профессии. Сюда входят также планы касательно получения лицензии / сертификации, если ваша специальность регламентируется в Манитобе (врачи, медсестры, преподаватели и т.д.)

иметь подлинное намерение и экономически обоснованную возможность остаться в провинции Манитоба на постоянное место жительства. Именно это будет демонстрировать потенциальный кандидат на иммиграцию в своем Settlement Plan.

предоставить MPNP (Manitoba Provincial Nominee Program) во время подачи заявки на участие в Exploratory visit результаты языкового теста (английского и / или французского), который был сдан в течении последних двух лет на баллы, не ниже уровня CLB 6 (Сanadian Language Benchmark) по каждому разделу теста и с общим баллом не ниже CLB 6.

Маршрут исследовательского визита

Если вас пригласят посетить провинцию Манитоба в рамках программы Exploratory visit, провинция Манитоба свяжется с вами.
