Anybody know anyone who knows anyone who might be able to help me find an out of province inspection place which may overlook some minor things.

My car has aftermarket headlights. They don’t have amber side marker lights and I’m pretty sure it will fail because of that. My options are limited to repair it, its either buy new headlights or try and find used ones and scrawling eBay US and Kijiji I’m not having much luck.

Does anybody know a place? My car is in great shape otherwise.

Out of Province Inspection

I have some questions i’m hoping someone might have some insight into.

I’m currently in Manitoba, but i bounce back and forth between here and BC quite regularly. I’ll be moving back out for good right away, and I’ll be bringing my 4runner with me.

It’s not quite done, but it will be by the time I come out, and pretty much everything has been worked on.

It’s a ’94, has a long travel front with a center mounted supra diff in a custom subframe, and will have a 4-link rear on coilovers, the 3vze is gone, and there’s a 2jzgte/a340e/gear driven t-case in it’s place. The front clip is gone, it’s got a tube cage/fender supports/ core support. The motor is jdm, and has no emissions equiptment, but I put a cat on it, I have also done a rear disc conversion and deleted the abs.

It’s got a cage inside and a fuel cell under the floor in the back, but routed to the stock filler neck.

What is the chance this things going to pass an out of province inspection? What are going to be the major sticking points? Any other thoughts?

Did you get an answer from RIV?

I previously lived in the US and went through the car import process (on a permanent basis though) a few years back.

Based on your post, I assumed that you have already obtained Form-1 (Vehicle import form) when you cleared custom with CBSA, and CBSA should have also stamped your Form-1 with «RIV registration exempt» on the top right of the form. You will need the form-1 when you do «out-of-country inspection», «out-of-province inspection», and car registration at your local DMV in Alberta to register your car.

Generally speaking, for any out-of-country cars, before you can register in any Canadian province, you must complete both «out-of-country» and «out-of-province» inspections and out-of-country inspection is usually done before provincial inspection. I believe this is the logic your inspector at local dealership used when he saw your car is not registered in Canada before. The out-of-country inspection is just RIV inspection, you can find all details here:

Usually its done at Canadian Tire, it’s merely a process to make sure your car is in compliance with Motor Vehicle Safety Act in Canada (auto day-time light on, etc). Once it’s done, the inspector will stamp at the bottom of your form-1.

You must be asking: why in the world I still need to pass the inspection if my car is already RIV exempt? I know, this sounds crazy.

My advice would be first check with your local DMV to see if «out of province inspection» must be completed in your case. The worst scenario is get your «out-of-country inspection», or RIV inspection done so you can properly register your car in Alberta.

Undercover Jeep gets different results from 5 mechanics, CBC News investigation reveals

B.C.’s Out of Province vehicle inspection system is being questioned, after a CBC News investigation revealed a Jeep checked for deficiencies by five Vancouver mechanics got five different results.

Andy Gearhart, an American moving to Vancouver for an I.T. job, provided his 2006 Jeep Wrangler to CBC News, which then tested five mechanics authorized by the province to inspect Out of Province vehicles.

The same Jeep produced five different results, with estimates for fixes ranging from $0 to almost $700, highlighting the inconsistency among mechanics, even when conducting a standardized provincial test.

All cars coming from outside B.C. must pass a standardized safety inspection in order to be licensed in the province. These checks are conducted by mechanics and designated inspection facilities authorized by the B.C. Ministry of Transportation.

If the car fails, the mechanic recommends fixes that would allow it to pass on re-inspection.

CBC News first took the Jeep Wrangler to our fleet mechanic, Sam Tremblay, of Tremblay Motors, for a baseline estimate. He gave the vehicle a fail, and found three problems with the jeep.

It had no daytime running lights, a malfunctioning heater, and a cracked alternator belt that needed replacing. Total estimate to repair the issues was $500 including labour.

Equipped with our hidden cameras, we then took the jeep to four car repair shops in Vancouver, all designated by the Ministry of Transportation to conduct provincial inspections.

The fee for an inspection ranged from $44.75 to $134.38, including tax. All of them produced different results.

Very different opinions

Canadian Tire spotted only the lack of daytime running lights. Estimated cost for that alone was $370.

Speedy Brake Centre found two of the identified issues, the daytime running lights and the cracked belt, but it also found cracked brake shoes. Total estimated cost was $560.

Axle Alley also identified the daytime running lights, but also failed the springs and attachments. It recommended replacing three sway bar links. The total estimated cost for all repairs at this shop was more than $650.

H.K. Auto detected no safety problems, and was the only shop to pass the vehicle — and it issued a decal. The inspector insisted the jeep was safe to be on the road and he wasn’t out to make money by finding deficiencies in the car.

When contacted after our test, all the repair shops stood by their findings. Most claimed the discrepancy was a result of different inspectors with different levels of training and expertise.

“Some shops can be more aggressive with prospective repairs deeming items to be a failure that might not be an imminent problem or have enough wear to fail, the behaviour alone often accounts for problems in the trade,” writes Alex Hart of Axle Alley in an email to CBC News.

“Certainly when there’s an inspection, whether it’s on a vehicle or whether it’s your doctor inspecting your body, there’s going to be variability, there’s going to be different opinions,” says Tremblay. “We don’t want discrepancy between shops,” he adds.

‘Not a lot of policing’

Dennis Pieschel, an independent auto inspector linked to the national consumer group, the Automobile Protection Association, says he’s not surprised at all by our findings.

“It’s a farce,” says Pieschel. “There’s not a lot of policing, the industry polices itself and unfortunately when that happens there’s a lot of abuse.”

According to numbers from the Ministry of Transportation, there are currently 31 provincial inspectors overseeing 8,000 authorized mechanics across the province at over 2,000 designated inspection facilities.


Insiders say the priority for those inspectors is regulating commercial vehicles — not overseeing private vehicle inspections.

In the past year alone, almost 50,000 out of province inspections were done.

In a statement to CBC News, the Ministry of Transportation insists it has a “robust” Vehicle Inspection Program in B.C., adding that changes were made to the Motor Vehicle Act in 2010 giving inspectors more oversight of authorized mechanics and designated facilities.

“We expect inspectors [authorized mechanics] to be consistent and follow the manual to ensure items are identified. There is some room for interpretation, based on the experience of the inspector [authorized mechanic],” said the statement.

The statement also indicated that the Ministry audited four of the five facilities we visited within the last 18 months and all passed. However, it will follow up based on the inconsistencies found in our investigation.

Car Insurance

  • injuries to yourself and damage to your car or
  • the costs of damages and injury to others if you’re at fault in an accident

Your car insurance cost depends on the plan you choose and your:

  • age
  • driving record
  • living location
  • driving experience

The cost also varies between insurance companies. For this reason, you should:

  • make sure you understand what each plan covers
  • contact a few companies for details about the price of their insurance plans

Driving laws and rules

You must follow Canada’s driving laws. Before you start driving, take time to learn the laws in your province or territory.

For a full list of laws and rules about driving, get a copy of the driving guide issued by the department that regulates cars and driving in your province or territory. You can usually get these guides at service centres, online and in stores.

Driving laws are strictly enforced in Canada. Penalties for breaking the law are generally severe. Read about some of the most important laws to know.

If you’re in an accident

It’s a serious crime to leave the scene of the accident. This includes accidents with another vehicle or hitting a pedestrian. If you’re in an accident:

  • call the emergency number (911) for police and an ambulance (if you need one)
  • wait at the scene until the emergency services you called arrive
  • exchange information with the other driver (if the accident involves another vehicle), including:
    • name
    • address
    • telephone number
    • licence plate
    • driver’s licence numbers
    • insurance company name
    • insurance plan number

Buying or leasing a car

You can search the Internet or call the local transportation ministry in your city to find out about car dealers or car rental agencies.

If you only need a car for short periods, you can rent a car from a car rental agency. Make sure car insurance is included in your car rental agreement if you need it.

In some cities, there are car-sharing programs that let you use a car without buying, leasing or renting one. You may want to research this option to see if it meets your needs.

Buying a car

You can buy a new or used car from a:

  • car dealer
  • person who is selling their car

Get information and help with buying or selling a car from the department that regulates cars and driving in your province or territory. For information on consumer issues related to buying a vehicle:

  • contact your provincial or territorial consumer affairs office

Leasing a car

Instead of buying a car, many people in Canada lease a car from a car dealer. A lease is a legal agreement between you and the dealer in which you:

  • agree to pay a fee to use the car for a specific period of time (usually several years)
  • return the car to the dealer in good condition after the time ends

Since a lease is a legal agreement, make sure you understand the terms and conditions of the lease before you sign it.

Become familiar with safety issues related to winter driving. Snow and ice are major driving hazards in most parts of Canada. Drive slowly in snowy and icy conditions. It’s also a good idea to buy special winter tires for your car (this is mandatory in some provinces).

You can have your vehicle inspected at a Ministry of Transportation-approved Motor Vehicle Inspection Station (MVIS). There are approximately 13,500 stations across Ontario, just look for the green and white sign that says «Ontario Motor Vehicle Inspection Station». I too moved to Toronto from Montreal recently and got both Emission certificate and Safety Standards certificate a week ago.
Emissions is easy — lots and lots of garage will do it for $35 (make sure you don’y pay more) and it takes barely 5 minutes.

Now on to the Safety Standards Certificate — this one is a bit more expensive and not so straight forward. Average price I found was about $80. Keep in mind though that the mechanic might point out problems in the car and will tell you to get the problem fixed in order to pass the test. For example, my guy told me the that my front breaks pads and rotors were completely worn out and he cannot pass the test without replacing them. But my guy showed me clearly that the pads were worn out and he also gave me the option to go get these fixed from anywhere else and come back to get the PASS certificate.
Lastly, note that the Safety Standards Certificate is valid for 36 days.

This is not an exhaustive list though. There are lots of garages missing from this list.

Take these two certificates along with insurance proof and the proof of ownership (the blue slip) and you should be able to get your car registered at Service Ontario without any trouble.

Car registration is handled separately by each province/territory. The rules vary a fair bit from place to place. Several provinces (BC, Manitoba, not sure which others) has a combined registration/government insurance policy.

Normally, when you get your plate, you have to register yearly, and you get a sticker to put on your plate. Some places let you buy a 2 year sticker. Prices vary, but $50-75 per year would be typical. All vehicles must have at least PLPD insurance — that covers others in an accident. Most insurance here is «no fault» — an accident rarely involves lawsuits. Some provinces require inspections — Ontario requires an exhaust check every 2nd year for cars over a certain age. Some require a safety inspection when they are sold to someone else. In others (like Yukon), if your car actually makes it to the office (the liquor store in Dawson City!), you are pretty much good to go.

All places require both registrations, and insurance to be able to put a vehicle on the road.

There are malls everywhere! 85% of Canadians live in cities, and malls are a way of life here for most people. Yes, there are also thrift stores, again, all over the place.
