Police Clearance Certificates for Express Entry Invitation to Apply Application

Anyone applying for permanent residence in Canada through Express Entry who has received an invitation to apply (ITA), must show police clearance certificates in order to submit a complete application.

REMINDER: HOW EXPRESS ENTRY WORKS

Candidates who are eligible for one of the programs under Express Entry can submit a profile to the Express Entry pool. Their profile is assigned a CRS score, and the highest-ranking candidates are periodically issued invitations to apply for permanent residence. Once candidates who receive an ITA submit an application for permanent residence through Express Entry, their application is usually processed within six months.

Once you receive an ITA, you only have 90 days to gather all the required documents to complete your application for permanent residence. One of the documents that you’ll need is the police clearance certificate.

Applicants are required to show a police clearance certificate for themselves, as well as any immediate family members who are above the age of 18, whether they are accompanying you or not. You, and each applicable family member, need to show a police clearance certificate for each country or region where you have spent time for at least six months since the age of 18.

What is a Police Clearance Certificate?

A police clearance certificate is a document that attests to any criminal activity. For Canadian immigration purposes, it is proof that you have not been involved in any criminal activity and that you do not have a criminal record that could impact your admissibility to the country.

A police clearance certificate will be different in each territory or country and may be known by various names including:

  • Police clearance certificates
  • Judicial record extracts
  • Good conduct certificate

When Should I Get a Police Clearance Certificate?

Police clearance certificates are valid for one year from the date they were issued. However, police clearance certificates from the country in which you currently reside have to have been issued within six months from when you submit your application for permanent residence.

Police clearance certificates from countries that you no longer reside in have to have been issued after you left the country for the last time.

Since police clearance certificates have a pretty short validity period, we usually recommend to our clients that they wait until they receive an ITA before applying for all applicable police clearance certificates.

If it takes longer than 90 days to process your application for a police clearance certificate, don’t worry. You can apply for an extension from Immigration, Refugees and Citizenship Canada (IRCC) as long as you can demonstrate that you have applied for the missing police clearance certificate.

Which Countries Should I Show a Certificate For?

You need to show a police clearance certificate for any country that you have lived in for six or more months.

IMMIGRATION TIP

If the total amount of time you have spent in any country since turning 18 is six months or more, you will need a police clearance certificate from that country, even if your time in that country happened in small instalments over a long period of time, and even if you never had a fixed address in that country.

For example, if you visited, worked or lived in any country for two months, and then left the country for a few years, then returned for four months, this will still count as having spent six months there. You would therefore require a police clearance certificate from that country.

It is important to note that if the police clearance certificate is in a language other than English or French, then you must include a translation done by a certified translator.

How to Get a Police Clearance Certificate?

The process for obtaining a police clearance certificate may vary depending on the country or region. Usually, the most common way to get one is to get in touch with local police or government and request the certificate.

Applicants are usually required to provide information including photographs, fingerprints, addresses, dates you lived in a particular country or territory, and a processing fee.

If you have lived in a country or territory that has now changed its name or status, then the police clearance certificate must come from the present day national authorities of the country.

How to get a police clearance certificate in Qatar

A police clearance certificate (PCC) is an official document which is issued by the Criminal Evidences and Information Department (CEID) which is affiliated with the Ministry of Interior. It is most often used to ensure the applicant of the PCC does not have any criminal record and if the applicant does have a criminal record, the PCC provides all the details.

Who needs a PCC

It is usually mandatory if the applicant is planning on travelling abroad to study, for immigration purposes, if the applicant is planning on getting married, or applying for a new job, perhaps, in another country and also for commercial activities.

It is also a mandatory requirement when establishing a company, organization or a lawyer’s office, the exchange of companies, for employees of customs clearance, for veterinarians and licensees of independent schools.

Whether you are a Qatari or an expat in Qatar, you will need a PCC for any of the above-mentioned reasons.

Whatever the purpose is for your getting a PCC, the process is simple and easy if you have all the right documentation.

PCC for Education and Immigration Purposes

For Qatari citizens

If you are in Qatar, you must bring a valid copy of your ID card.

If you are not in Qatar, you can apply personally when you are in the country.

If you are not in Qatar, you can send a representative who has a power of attorney that states that person will act on your behalf in obtaining the PCC. In this case, along with the power of attorney your representative will bring a valid copy of your ID card.

Or If you are not in Qatar, you can pay a visit to your nearest Qatar Embassy with your valid ID card, along with a letter stating why you need the PCC.

For expats in Qatar (who have been living here for over six months)

If you have been living in Qatar for over six months, you must apply personally.

If you have been living in Qatar for over six months, you can send a representative who has a power of attorney that states that person will apply on your behalf in obtaining the PCC. Oman Police Clearance Certificate for Student VISA and Work Permit

Hello everyone, I am Indraneel from India. I have worked in Oman for over 6 months. Now I have been accepted by a public research university in Canada for higher studies. I am about to apply for TRV and Study Permit. Now I might be asked to provided PCC from Oman regarding which I have the following questions:

a. I have read Oman-PCC can be applied over postal-mail. Generally how long does it take to receive the PCC from ROP (Royal Omani Police) ?

b. Is the PCC in Arabic or English?

c. Is it true ROP process a PCC application only if there is an official letter of request from the concerned VISA-Immigartion department/company?
If yes, is the letter sent to ROP directly by Canadian VISA-Immigration department/ company or they send it to you which you enclose in your application package and send to ROP?

d. Is it true the PCC finally received from ROP needs to be further attested by the «Ministry of Foreign Affairs»?
If yes, then how can you get it done from outside Oman? Will the Oman embassy in Canada or India take care of that?

e.Some sites say fingerprints need to be provided with application. Is there any validity-duration for the fingerprints?
If I avail the fingerprinting services of some private company , do I need to get it attested from local police station before forwarding it to ROP?

I think if the last time you stayed in a certain country was over 10 years back, then you need not provide PCC for the particular country. But anyway, that’s not my case. I have be ready to provide one, sooner or later. Any help , any input would be highly appreciated.

Question 1 : How and whom should I approach in USA and Canada to get police clearance?

I am currently in Singapore and not in Canada or USA?

Question 2: Is it ok to get the Police clearance and keep it ready OR should I initiate the police clearance only after I am being asked by the case officer. Sorry I am not clear of the entire process.

1) I think DIBP website has some directions on how to get PC in all countries. You can look up for Canada and USA information here: http://www.border.gov.au/about/contact/offices-locations

2) Depends on how long they are valid for. If you get them too early and your invitation comes in a late stage then you might be required to request them again.

If you are in canada, then u need to goto designated center to get your finger printing. Then it will be sent to RCMP (Canadian Police) for finger print verification. If there is no match, the RCMP will issue the certificate in 3-4 days. Otherwise, the process will take more than 120 days.

Finger printing service is only available in Canada.
If you are outside canada, then u need to get the finger printing using ink and stamp it on paper, get it converted into a softcopy and send it to the finger printing services, who can digitize and submit to RCMP, it will be faster.

Сначала я немного расскажу про то какие нужны справки и когда их надо получать, а потом расскажу свой опыт получения справки.

Кому нужно брать справки и когда

UPD: Похоже что правила поменялись в 2020 году и теперь справки надо получать если вы жили в другой стране 6 месяцев подряд.

Все члены семьи должны получить справки от отсутствии судимости из всех стран где они суммарно провели более полугода с момента достижения 18 лет, как для электронной подачи через систему Express Entry (не для попадания в пул заявок, а после приглашения подать документы), так и для бумажной подачи после получения провинциальной номинации. Таким образом, если вы 6 раз выезжали в Испанию на месяц — Вам тоже надо брать справку.

Если например, Вы учились в США и с тех пор не въезжали и не собираетесь въезжать в эту страну, то Вы можете заранее заказать справку об отсутствии судимости. У справки из страны которую Вы не собираетесь посещать нет срока годности. Если же Вы берете справку из той страны в которой Вы находитесь — то справка должна быть не старше 6 месяцев на момент подачи заявления. Стоит отметить так же, что не все страны быстро выдают Police Certificate, например США может затянуть процесс на несколько месяцев. С момента получения Вами приглашения в системе Express Entry у вас есть всего 90 дней на подачу полного комплекта документов, таким образом, Вы можете просто не успеть получить эти справки, если не закажете их заранее.

Так же важным моментом является то, что в Police Certificate должны быть отражены все имена и фамилии, которые Вы имели находясь в этой стране. Т.е. если Вы просто учились в зарубежной вузе и не меняли фамилию в это время — то и в справке достаточно фигурирования одной фамилии. В Российской Справке о наличии (отсутствии) судимости из России все прежние имена и фамилии указываются в скобочках после текущих, так что обязательно проверьте их наличие. Так же интересно, что получение справки — бесплатная услуга.

Конечно же, полученные справки необходимо будет, как и другие документы не на английском или французском языке — перевести в бюро переводов.

Как я получала справку

Есть несколько способов получения справки в Санкт-Петербурге (но я думаю так же и в других городах России).

Поскольку номинация мне пришла вечером и довольно неожиданно справку хотелось получить как можно быстрее я выбрала самый быстрый способ, сразу же отправить заявку онлайн, без личных визитов.

Для заполнения заявки нужны сканы всех страниц паспорта с информацией (т.е. штампы, записи…). Но основная сложность ужать их до размера 300 Kb. С помощью программы paint.net удалось найти оптимально соотношение, когда фотографии еще читались и в то же время занимали 300 Kb в сумме в формате pdf или в rar (!) архиве.

На первой странице необходимо ответить на пару анкетных вопросов, загрузить паспорт. На второй указать в какие еще регионы необходимо делать запрос (где вы еще проживали) и какие еще имена и фамилии использовали. Готово, анкета отправлена. Уже на следующий день рано утром, часов 8 статус заявки меняется на « Принято ведомством«. Дальше остается ждать оповещения о готовности и забирать справку в приемной ИЦ ГУ МВД по адресу: Литейный проспект д.6 (3 подъезд, вход с ул.Чайковского).Часы приема были по будням с 10 до 13; с 15 до 17.

Для получения справки необходимо взять талон в терминале управления электронной очередью и по мере вызова подойти к окну. Когда я получала справку — очереди в это окно не было вообще. Фото ниже показывают, как технологии пришли в мир выдачи справок.

Мне повезло, мою справку и справку супруга сделали всего за 3 рабочих дня, но у меня был всего один регион — Санкт-Петербург, а у него один регион Ленинградская область. Письмо о готовности справок нам так же пришли одновременно.


Хотя официальная информация говорит о том, что срок выдачи справки составляет до 30 дней на деле это происходит гораздо быстрее. Статистика других людей говорит, что в среднем два региона могут делать 10-15 дней, а один регион 3-10 дней. Подача через МФЦ будет дольше на пару дней — время пока МФЦ передаст Ваши данные в МВД.

Police Clearance Certificate (PCC) для визы Канада

Police certificates are required for each visa applicant aged 16 years or older. Present and former residents of the United States should NOT obtain any police certificates covering their residence in the U.S.

Please note that these police certificates are required only if you are getting an immigrant visa or other nonimmigrant visa such as K, V. They are NOT required if you are doing an Adjustment of Status (I-485) within the U.S.

Police certificates must cover the entire period of the applicant’s residence in a given area. The term «police certificate» means a certification by appropriate police authorities stating what their records show concerning each applicant, including all arrests, the reasons for the arrests, and the disposition of each case of which there is a record. Police certificates from certain countries are considered unobtainable.

In some cases, there may be specific Police Certificate Request forms that must be submitted in order to properly request and obtain the applicable Police Certificate(s) based on the applicant’s residence history.

The table below shows how many police certificates are required based on where each applicant lives and has lived previously.

IF the applicant is living in their country of nationality at their current residence for more than 6 months
AND is 16 years old or older
THEN the applicant needs a police certificate from the police authorities of that locality.

IF the applicant lived in a different part of their country of nationality for more than 6 months
AND was 16 years or older at that time

Police certificates need to be obtained for only during the time period when the applicant was 16 years or older. However, if the person was arrested for any reason, regardless of how long they lived there, and was any age at that time, the police clearance certificate from the police authorites of that locality is required.

Police certificates from the local passport office are considered usually more dependable than those obtained at a local level and indicate that the person had no serious criminal convictions on the record at the time of passport issuance. Each applicant will need to bring the interview letter provided by the National Visa Center in order to request the Passport Office Police Certificate from the Passport Office.

If your passport was issued after 1997, the regional passport office will issue Police Clearance Certificate (PCC) in 1 day as they did computerization after that and have the data. If the passport was issued before 1997, it will take anywhere from 10 to 30 days.

If you are currently not staying in India, but in the United States, you do not need to get the police certificate from local police station nor regional passport office in India. In that case, you can get a police clearance from your local Indian consulate (Indian consulates worldwide). They do it on the basis of a passport check.

This is a document issued by the embassy/consulate certifying that you have never been involved with the Indian police. The normal procedure for issuing a PCC is that the embassy/consulate checks with the police authorities in the area(s) in India where you had been residing, and issues the PCC after obtaining their clearance. As this procedure generally takes some time, an alternative is for you to directly approach the relevant police authorities in India (or request your friends/relatives to do so on your behalf) and obtain a certificate from them that you have not been involved in any police case during the period of your stay in India (please ensure that the relevant dates (stayed in India from so-and-so date to so-and-so date) are included in the certificate).

The Embassy of India, does not accept consular service applications through U.S. Postal Mail. It is suggested that applicants may apply for the services either at the Embassy Counter or send the application through a courier. This arrangement will continue until the situation improves.

The following return mail charges should be sent for return of serviced passports in addition to the prescribed visa fee. The Embassy/Consulate is not responsible for documents lost in the mail. Express Mail: $20, Registered Mail: $10, Priority Mail: $7, Certified Mail: $5 For each additional passport a charge of $ 1/- would be levied as mailing charges. Applicants can also send a self addressed prepaid return envelope with the application in lieu of mailing charges.

To apply for a police clearance certificate, you should fill the Miscellaneous Service Form (taken from Indian Embassy in Washington DC, but will work in another consulates too). You also need to take/send your passport and passport size photograph (affixed in the form) for this. It is advisable to apply in person. When you apply in person, also carry a photocopy of the passport and submit that photocopy to the consulate. Also take a copy of your H1/H4 visa approval notice. The fee for police Clearance Certificate is $11. The fee should be paid by Money Order/ Cashier checks made in favor of the Embassy of India/Consulate General of India. Cash is accepted only at the counter. Personal checks are not accepted. Additionally, you should pay $22 for telex charges if you would like to get the PCC on expedited basis.
PCC includes a stamp in the passport and PCC document saying that ‘that they do not have any adverse findings against you that might affect your U.S. visa’.

They are also called RCMP certificates as police certificates from Canada are obtained from RCMP (Royal Canadian Mounted Police). Police certificates are required for consular processing for those currently living in Canada for 6 months or longer or for those not currently living in Canada, but who did live in Canada for more than 1 year.

There are two types of police certificates, one is name check based and other is fingerprint based. Only name check based police certificates are required for U.S. immigration. Fingerprint based police certificates are for Canadian immigration.

Other than a valid reason they do not generally do it, just like that. So you have to tell them you need to do it for «U.S. Immigration».

The police station issuing the clearance will red stamp an approval and on the bottom of the form you will see a note; «details cannot be confirmed as relating to the subject of inquiry without fingerprint comparison». Do not be alarmed by this because fingerprints are NOT required. If, during your consulate interview the consular officer finds your police clearance has a «hit» or name check problem you may be instructed to be fingerprinted. In this case the U.S. consular post will furnish Form FD-258 to be used for fingerprinting. This is the only form they will authorize for fingerprinting. Not any RCMP fingerprint form. Anyone who has initiated on their own to secure RCMP fingerprints is wasting their time. The consular officer has to witness the issuance of finger printing for authenticity. The RCMP fingerprint form is used for Canadian immigration or criminal processing.

United Kingdom
It takes less than 4 weeks to get the police certificate from UK.

Germany
Please note that PCC information is not available from the above site. One has to call the German Embassy/Consulate and request for the appropriate forms and instructions, which will then be sent by mail to the requestor’s address. The concept of checks doesn’t exist or at least not used extensively in Germany. So payment has to be made by a direct bank transfer (details given in the instructions) or via an international money order in Euros.

Ну почему же верх наглости. как раз разумный подход — в таком случае вы точно будете знать, что будет у вас в справке. Доверенность я не посылал, но за всех ментов страны поручиться не могу.

Не поверите, но у меня такое было.
Пару недель назад пришла справка, которую они (одно из местных РОВД)поленились сами написать, а на листе «справки» посланной мной в письме по почте в качестве примера, поставили на том же самом листе как и положено в левом верхнем углу исходящий штамп и заполнили его, а внизу гербовую печать РОВД и подпись начальника.
Вот ведь как бывает! А вы говорите «верх наглости». Чьей наглости?

Introduction

Indian citizens and nationals, and non-Indians living legally in India, who are seeking legal permanent resident status in the US, must obtain an immigrant visa at the US consulate or US embassy nearest to where they live in India.

Since Rajiv has only lived in Hyderabad he will only need to get a PCC from the Passport Office and, since he got his passport last year in anticipation of this moment, the District Police. However, Raju will have to get PPCs from India (both the Passport Office and District Police), the UAE, and from Singapore since he lived outside of India for those 23 months.

Validity of Police Clearance Certificate (PCC)

All Police Clearance Certificates are valid for one year from the date of its issue and it must be valid on the day your visa is issued.

Necessity To Obtain Police Clearance Certificate From India

Any Indian citizen age 16 or older and currently residing in India, whose passport was issued MORE THAN six months prior to their immigrant visa interview date, should obtain a Police Clearance Certificate from both the nearest Indian Passport Office and the District Police in the area in which they reside. However, if their passport was issued LESS THAN six months prior to their interview date, they only need a Police Clearance Certificate from the nearest Indian Passport Office.

A Police Clearance Certificate is required only if you are applying for your immigrant visa or certain nonimmigrant visas (K and V) at a US consulate or embassy in India. Police Clearance Certificates are not required if you are filing for Adjustment of Status (I-485) within the US

Police Clearance Certificate If Filing For Adjustment of Status In The US

If you are currently not res >adjustment of status in United States, you do not need to obtain a Police Clearance Certificate from India. In that situation, you can obtain Police Clearance Certificate from your nearest Indian consulate. The consulate will complete a Police Clearance Certificate on the basis of a passport check.

Procedure For Obtaining Police Clearance Certificate From India

1. Application Form:
To apply for a Police Clearance Certificate, , you must complete a Miscellaneous Application Form No. 2. These application forms can be obtained from the Passport Office at a cost of Rs.5/- or can be downloaded from their website. The completed application form can be submitted either personally, or through an agent having an identity document from you and an authority letter with your signature. Only one application is required unless otherwise specified by the concerned officer.

2. Application Fee:
The applicant is required to pay a fee of Rs.300/- along with the application form. This fee can be paid either in cash or by bank draft drawn in favor of the Regional Passport Officer. In case of bank draft, you should write your full name and date of birth on the backside of the bank draft.

3. Documents Required:
Listed below are the documents required to be submitted along with the application form for obtaining a Police Clearance Certificate:

a. A valid original passport;

b. Proof of residence; and

c. If the applicant has not stayed at the present address for the last one year, a set of 3 completed Personal Particulars Form.

4. Processing time:
It generally takes 7 working days from the date of application to receive a Police Clearance Certificate.
